Absolutely. However, helmet sizes are not based off of a person's height, rather it should be based off the circumference of the head. I would recommend getting a measurement around his head and comparing that to the size charts we have for the helmet you are interested in. He may not be tall but he certainly could need a large size helmet. Hope this helps.

Based on the measurements provided it might be best for you to purchase 1 medium helmet and 1 large helmet. The medium would be great for your son with the 21 inch circumference, because it shouldn't be too big but still provides a little bit of room for growth since he is still young. The Large would be a better fit for the 22 inch head, medium may be a little too tight for your son so for this one the large would be ideal. With the purchase of both large and medium the other benefit is that you can physically have your two boys try on the helmets and determine the best fit for them based on comfort, if you need two mediums.2 larges you can send one of the helmets back and get the correct sized shipped out for a replacement. If you don't want to pull the trigger on either one still the next best option is to visit your local hockey shop and get your kids to try the helmets on, this way you know what size you need at 100%. Helmets are going to be the most important piece of equipment for your kids!
